Available Incentives

Heat Pump Water Heater

  • A heat pump water heater (HPWH) is a type of electric water heater that pulls heat from the surrounding air into a hot water tank rather than burning gas. 

Heat Pump Heating, Ventilation, and Air Conditioning

  • A pump heating, ventilation, and air conditioning (HP HVAC) system is an energy-efficient alternative to furnaces and air conditioners that use electricity to transfer heat from one place to another, providing both heating and cooling in the same unit. 

Associated Electrical Work

  • Associated Electrical Work includes any electrical work that occurs in anticipation of (pre-wiring) or during installation of an HPWH.

Reservations for Heat Pump HVAC projects are now available! Please note this new offering is not supported by fast & free permitting. Obtaining a permit is still a requirement to receive incentives for Heat Pump HVAC projects.

How to Apply

Reserve Incentive

Submit Reservation Application

  • Provide your SBCE account number (verify via your energy bill or SBCE Customer Service).
  • For Income Qualified incentive, show CARE/FERA enrollment or proof of qualifying income.
  • Upload the contractor bid with the application.
  • SBCE will review the application and notify you of the approval status.
  • Emergency replacements are not required to have a reservation to receive an incentive from SBCE.

Apply for Permit

Once SBCE notifies you of Incentive Reservation approval, you have 120 days to complete your HPWH or HP HVAC project.

Complete Installation
  • Retain itemized invoices, photos of the installation, and any permitting documents from your project.
  • Projects must pass inspection before proceeding to Step 4.

Claim Your Incentive

Claim your incentive

  • Provide itemized invoices, proof of permitting, and photos showing new installation and decommissioned equipment.
  • SBCE will review the claim for eligibility and notify you of the approval status.
  • Approved incentives will be issued via check to the applicant or the contractor if specified. Contractors must pass the incentive amount to the customer as a line-item deduction on the project invoice.

Additional State and Federal Incentives

In addition to SBCE incentives, you may qualify for state and federal incentives and tax credits that can significantly reduce your out-of-pocket project costs:

  • TECH Clean California: Provides contractor incentives for heat pump water heaters and heat pump HVAC systems. These incentives can be combined with local rebates and are available to single-family homeowners throughout California. Subject to funding availability.
     
  • IRS Energy Efficient Home Improvement Credit: This federal tax credit covers up to 30% of the remaining project cost after incentives, up to $2,000 per year, for qualifying heat pump equipment and installation. Available through December 31, 2025.

Note: By combining local, state, and federal incentives, eligible homeowners can significantly reduce the overall cost of their electrification projects. We recommend consulting with your contractor to understand your full range of savings opportunities.
