The Creeks Division's Sustainable Storm Water Rebate Program provides incentives to residents and businesses to help offset the cost of installing storm water capture devices. Rebates are offered for rain barrels, rain gardens, disconnecting downspouts, and removal of pavement. 

These storm water measures or best management practices (BMPs) collect storm water runoff (rain water from impervious or hard surfaces like roofs and driveways), and filter out pollutants from runoff that would otherwise end up flowing into our creeks and ocean. These storm water measures mimic a natural landscape by slowing and retaining water during storm events, and help build community resiliency against drought and flooding.

Available Rebates

Disconnected Downspout
A disconnected downspout is a downspout that is no longer connected to the storm drain or directed onto a paved area like a driveway. Instead, the downspout is redirected to a landscaped area or rain garden where water can soak into the ground, or into a rain barrel.

Rain Barrel
Rain barrels collect storm water (rain) from your roof and store it for later use on your garden, lawn, or indoor plants. There are a wide variety of styles and sizes available.

Rain Garden
A rain garden is a landscaped depression designed to capture and filter storm water from impervious (hard) surfaces like roofs and paved areas, allowing it to soak into the ground. Rain gardens reduce runoff, improve creek and ocean water quality, support local wildlife, and enhance the beauty of landscaped areas.

Pavement Removal
Removing paved areas allows storm water to soak into the ground rather than running off site and carrying pollutants into our storm drains, creeks, and ocean. Replacing impervious surfaces with natural landscaping or permeable materials also helps recharge groundwater.

Note: Storm water capture measures can be combined up to a $3,000 maximum rebate.

Eligibility Requirements

  • Storm water rebates are available to property owners, tenants, and renters who reside in, or have a place of business within, the City of Santa Barbara.
  • Contractors, renters, and tenants may apply on behalf of the property owner with prior written approval from the property owner.
  • Rebates are intended for voluntary installation of storm water capture measures. Installed measures receiving rebates are not eligible for demonstrating compliance with mandatory SMWP requirements.
  • Projects that are part of or that require a building permit are not eligible.

Creeks Division staff will schedule a site visit to discuss your project.

Complete Project

Once the Creeks Division notifies you of authorization to proceed, you have 120 days to complete installation of your BMP(s) or complete your project.

Claim Your Rebate

Submit a Rebate Claim

  • Provide a copy of your Pre-Application/Authorization to Proceed
  • Submit 3-5 photos of completed BMPs/project
  • Provide receipts for rain barrel(s)
  • Approved rebates will be issued to the applicant.

Please note Creeks Division staff may require a final site visit.
